Caerphilly MP secures Owain’s Law Debate in Parliament

Chris Evans, the Member of Parliament for Caerphilly, has secured a Westminster Hall Debate in Parliament on the Owain’s Law campaign.

The debate, which will be held in Parliament’s Westminster Hall at 9:30am on 7th January 2026, is on the motion ‘That this House has considered the potential merits of equal patient access to tissue freezing for advanced brain cancer treatment, diagnostics and research’ and will be led by Mr. Evans.

Owain James, from Caerphilly, died in June 2024 at the age of 34 after a malignant stage four tumour was found in his brain. As part of his treatment, brain tissue was removed but only a small amount was kept in a way which could have limited options for further treatment.

His widow, Ellie James, is campaigning for Owain’s Law which would require NHS hospitals freeze suitable brain tumour tissue the right way, and guarantee that the tissue stays the patient’s property under informed consent.

A Change.org petition has been launched, which has already reached over 14,500 signatures.

Mr Evans has also written to the Human Tissue Authority, supported events in Parliament about Owain’s Law, and submitted Written Parliamentary Questions to the UK Government.

Mr. Evans said, “I am looking forward to being able to raise the Owain’s Law campaign in Parliament through a debate in Westminster Hall, where the Government will be able to hear all the points made and provide their response.

“I want to thank the tireless campaigning of Ellie James and everyone else who has contacted me about this important issue.

“I am hopeful that the Government will recognise the powerful points the campaign is making, and commit to changing the law so that people have the widest possible range of options when it comes to cancer treatment.”

The debate will be streamed live on the www.parliamentlive.tv website.
